According to the records of historical documents,in the qing dynasty, the floods occurred in Huaihe River basinmore than 100 times, nearly an average of once every two years. Flood and waterlogging disasters have serious consequences for the social environment, peoples life and economic development at that time. The Kang Yongqian Reign, in the face of frequent flooding, from the emperors to the ministers made a series of flood control policies. During this period there have been a lot of departments andministers of water conservancy, such as Jin Fu, Zhang Boxing etc.They summed up experience and lessons of predecessors,and formulated a series of flood prevention and control technical methods, and applied them,gradually forming a set of suitableflood control system for Huaihe River,such as Dike and dam construction and water conservation sand stop etc.These measures effectively avoid the disadvantages from flooding, safeguard the people’s life and establish the economic basis of the Kangxi and Qianlong.
