In general English, the past tense is used to indicate things of the past that no longer exist now. But in scientific English, the past tense may just indicate time sequences. For example:
When steam is condensed again to water, the same amount of heat is given out as was taken in when the steam was formed.
If we invert the sequence, there is no need for the past tense.
