Abstract Public sphere is a public space between nation and society. In this space, the public can communicate with each other, express free dialogue sand open opinions by means of media, association and gathering. The opinions and comments are not be affected by the national polity, on the contrary, the public opinions may have some influence on the country’s political system and political activities to a certain extent. Internet public sphere is a brand new public sphere that exists in the Information Age and the reconstructed form of public sphere under the condition of propagating technology from the paper media and electronic media to the internet media. It is the continuation and expansion of the public sphere of Habermas. With the development of Chinese internet information technology, Chinese internet public sphere began to sprout and grow, and gradually it became a field domain and mechanism which permits public communication，free dialogues and open opinions. With the rise and development of Chinese internet public sphere, its own problems have gradually emerged. The rise of internet public sphere is beneficial to develop the public accountability and the public consciousness of our citizens, it helps better supervise the behavior of the government, and it can promote our country’s decision-making process as well as our societys healthy and stable development. However, in recent years, there have been a lot of internet public events that made the problems of the Chinese internet subject level, the object level, the media itself and some other problems and shortcomings completely exposed. For example, the netizens’ irrational expression, the increase of internet violence, the existence of digital divide, the lag of laws and regulations, the commercial operation of the internet media, and so on.
