摘 要 摘 要 治理理论的发展标志着行政主体多元性的演进以及公民参与的兴起。互联网络时代 的到来，为公民搭建了一个全新而广阔的参与平台。伴随着我国经济的高速发展，互联 技术的飞速进步，社会环境的快速变化，公民素质的不断提高，使得公民在参与热情积 极性迅速增强，公民在有效监督政府工作，参与管理公共事务，维护公共利益方面，产 生了深远的影响，发挥了重要的作用。不仅使公民的自我价值得到实现，同时也能促使 政府更好地以人为本，为民服务。 本文在参阅了国内外相关研究资料的基础之上，确定了研究的目的与方法，界定与 阐述重要的基础理论作为研究依据，确定研究范围。根据2012年1月发布的《第29次 中国互联网络发展状况统计报告》为数据支持，针对我国公民网络参与的现状，分析参 与主体、客体与参与内容和参与渠道，探讨了在网络这一特殊的环境下，公民网络参与 的积极作用和消极影响，分析深层次原因，并据此寻求有效的治理策略，使公民网络参 与和谐有序发展,促进社会主义建设。 关键词：公民参与；互联网；治理 I Abstract Abstract Governance theory is applying in the field of public administration ，which marked the administrative body diversity and the rise of citizen participation. Internet has build a huge new broad area for the citizen participation.
