员册 第十九章 预算部门岗位责任制 1、负责工程施工预算的编制工作。 2、分包队伍工程量复核工作。 3、及时掌握施工合同设计变更情况。 4、深入施工现场了解掌握工程进展状况，实际完成情况，按月统计实际收支的对比分析，以便探索成本节超的原因，纠正项目成本的不利偏差，提高项目成本的降低水平。 5、负责检查本部门工作范围内的日常业务管理工作，进行业务指导，监督检查考评。 6、施工阶段，以施工图预算，施工预算，施工合同，材料消耗定额和费用开支标准等，对实际发生的成本费用进行核对。 7、做好月度成本原始资料的收集和整理，正确计算月度成本，分析月度预算成本与实际成本的原因，为企业领导提供有效的管理改进意见。 8、做好工程项目的成本核算分析、汇编年度成本报表。 第二十章 安全员的岗位职责 1、认真贯彻执行国家及上级有关安全生产方针、政策、法规。坚决按技术规范施工，以搞好安全生产管理工作为首要职责。　　2、认真细致地做好安全施工方案的编制和执行，在组织计划中必须认真考虑施工安全防范工作，用制度、规章来明确安全责任，促使工程按计划有组织进行。　　3、在施工中要注意检查、督促和技术交底，不搞盲目和无准备地施工。发现隐患要及时纠正。　　4、重视工人的安全生产教育，定期或不定期的进行安全学习。　 5、认真检查督促施工现场安全生产的劳动保护各项安全规定的落实。 　 6、认真接受上级有关部门的检查和指导，以及提出的整改意见。做到事事注意安全，时时抓安全。发现问题要及时汇报，及时处理。 第二十一章 附则 本手册未尽事宜，可另行颁布附则，附则与本手册具有同等法律效力。若本 手册规定的内容与国家法律、法规相抵触时，以国家法律、法规为准。 本手册为劳动合同的附件之一。 本手册的最终解释权属重庆茂洁钢结构工程有限公司所有。 manufacturers of technical documents on the quality requirements applicable to this project.
