宏观经济 MACROECONOMY 中国粮食宏观调控的现实状态 与政策框架* 程国强 朱满德 内容提要 现阶段乃至今后相当长的时期，我国保障国家粮食安全、保持粮食市场稳定，面临更加复杂的形势 和严峻的挑战。 在新的形势下，必须在进一步提高粮食综合生产能力、千方百计调动农民种粮积极性、确保粮 食生产稳定发展的基础上，继续坚持粮食市场化改革方向，充分发挥市场机制配置资源的基础性作用，统筹实 施、协调运用各种强农惠农富农政策措施、粮食储备吞吐与进出口调节手段以及粮食市场管理与低收入群体 保障机制，进一步加强和改善我国粮食宏观调控的制度框架、运行机制和政策体系，进一步增强调控的针对性 和灵活性，不断提高调控的科学性、预见性和有效性。 关键词 粮食 粮食储备 宏观调控 市场机制 作者单位 国务院发展研究中心 北京 100010 ； 贵州大学经济学院 贵州贵阳 550025 Cheng Guoqiang Zhu Mande ’ Abstract: We have faced and will face more complicated situation and severe challenges in ensuring China s grain security and maintaining the stability of the grain market for a fairly long period from nowadays to future. In the new situation, on the basis of improving the comprehensive grain production capacity, making every attempt to mobilize peasant enthusiasm for growing grain and ensuring the stable development of grain production, we should continue the marketization reform direction of the grain market, play the fundamental role of the market mechanism on the resource allocation, strengthen and improve our country the system framework, operation mechanism and the policy system of Chinese Grain by overall implementation and coordination a variety of agriculture policy measures of benefiting the farmers, the grain reserves throughput, the adjustment method of import and export, the grain market management, and the security mechanism of low -income group. And we should focus on the operability and flexibility of the adjustment and improve the scientificalness, foresight and effectiveness of the regulation.
