我 国中央财政转 移支 付对地 区经济增长 影 响 的研 究 资本水平 、投 资水平 、通 货膨胀程度 、税 收负担 以及对 外开放度 为 自变量 ，采 用 固定效应 方法进 行 了回归分析 ，结果表 明转移支付 能够 促进 中西部地 区间 的经济 增长 ，而转移 支付 对 东部地 区经济增 长 的影 响程度大于转移支付对 中部和 西 部地 区的影 响 。 最后在研 究 结果 的基础 上提 出了完 善我 国政 府 间财政转移 支付制度 的政策 建议 ，主要包括 ： （1) 优 化转移支付 的结构 ，扩 大一般性转移支 付 的 比例 ，降低 税 收返还 的 比例 ； （2 ) 规 范专 项转 移 支付 ； （3 ) 完 善 因素法 的转移 支 付 制度 ； （4 〉 实行纵 向与横 向交错 的转移支付模 式 ； （5) 建立转移支付制度相关 的配套措施 。 关键词 ：财政 转移 支 付 经 济增长 经 济 收敛 中 图分类 号 ：F8 1 2 我 国中央财政转移支付 对地 区经 济增 长 影 响 的研 究 A b str a c t S ince the 1990s, the rap id developm ent of C h inese econom y C hinas aggregate econom ic has developed rap idly, and the developm ent gap of regional econom y is w iden ing. M any studies on different perspectives on this phenom enon have been done, and a large num ber of successes theoretical resu lts have been found. H ow ever，the trend of the w iden ing gap betw een C h inas regional econom ic developm ents has not b een sign ificantly curb ed, and the developm ent gap betw een the east regions and w estern region s has been further expanded in the past ten years. The cau ses and m echan ism s of the prob lem of econom ic developm ent in C h ina is still a m ajor issue in fron t o f th e th eo retica l in terfac e . T he inter-governm ental fiscal tran sfer paym ent system has in itially been established since the tax system reform from 1994 in C h ina, it plays an im portant role in regulating the central an d local fiscal relations. Intergovernm ental fiscal transfers have a close link w ith the paym ents and regional econom ic developm ent.
