县域特色优势产业人才瓶颈问题研究.pdfVIP

摘 要 知识经济时代，人才的开发和利用成为经济增长的主要推动力。发展特色优势产业是 振兴地区经济的良策，国内县域在发展特色优势产业的过程中，如何合理的集聚和使用人 才是当前需要突破的重要课题。文章以法库县陶瓷产业为例，结合文献调查法、理论综述 法和比较分析方法，对县域特色优势产业人才集聚系统进行了深入研究，在构建县域特色 优势产业人才集聚系统模型的基础上，提出消除人才瓶颈的对策建议。 本文的主要研究结论有：①探讨了县域特色优势产业与人才的互动发展机制。②探讨 了县域特色优势产业人才集聚的主要影响因素，包括产业经济环境、生活环境、社会文化 环境和科技教育环境。③构建了县域特色优势产业人才集聚系统模型，得出对人才集聚促 进作用较大的因素依次是产业经济环境、生活环境、社会文化环境、科技教育环境，并得 出工资水平和产业发展水平、居住环境、创新氛围、科研投入分别是四个子系统中的关键 影响因素。④结合法库县陶瓷产业人才发展状况，从产业经济环境、居住环境、社会文化 环境、科技教育环境四个方面提出了消除人才瓶颈的对策。 关键词：特色优势产业；人才瓶颈；县域 ；系统动力学 - I - Abstract The age of the knowledge economy, talent development and utilization of become the main driving force of growth. Developing special advantage industries area economic revitalization is good, the domestic county in developing special advantage industries in the process, how to reasonable concentration and users in the current need breakthrough is an important issue. Based on FaKuXian ceramics industry as an example and combining with document survey method, the research methods of theory and comparative analysis method, the county special advantage industries talents converging system is studied, the county in constructing the special advantage industries talents converging system on the basis of the model, and puts forward the countermeasures to eliminate the talent bottleneck. This paper studies the main conclusions: (1) discusses the special advantage industries and talents of the county the interactive development mechanism. (2) discusses the county special advantage industries talents converging the main influence factors, including industrial economic environment, the living environment, social cultural environment and technology education environment. (3) the constructio
