In Institutions of higher learning, the library has always been regarded as an important part of training talents, known as the heart of the University, and there is no need to dwell on it. All kinds of teaching and scientific research activities in modern institutions of higher learning depend more on libraries. Teachers, libraries and laboratory equipment have become the three pillars of institutions of higher learning. With the development of socialist modernization and the higher occupation education, the library work condition, the comprehensive quality of higher vocational colleges teaching quality and scientific research level and the improvement of college students, all restrict. The following is how to give full play to the educational function of the library and train the high-level skilled personnel needed to adapt to the changes in the economic and technological structure in the higher vocational technical colleges. I. characteristics of Higher Vocational Education Higher vocational education has both the dual attributes of vocational education and higher education.
