《 中国卫生经济》第 卷第 期（总第 期） 年 月 28 12 322 2009 12 医 疗 保 障 医疗救助制度的历史发展与现状 ① ② 李新伟 ， 吴华章 摘 要： 医疗救助制度是医疗保障体系的重要组成部分， 在缓解城乡贫困人口 “看病难、 看病贵” 方面发挥着重 要作用。 文章从理论角度分析了医疗救助制度在整个医疗保障体系和社会救助体系中的功能定位， 明确了医疗救助同 医疗保险和低保等制度间的相互关系。 此外， 文章从实践层面分析了古代、 近现代、 建国后到改革开放前、 改革开放 后到本世纪初以及现行医疗救助制度的内容， 理清了医疗救助制度的历史发展历程， 总结了各个历史阶段医疗救助制 度的特点， 这对于完善现行医疗救助政策具有重要的意义。 关键词： 医疗救助； 功能定位； 历史； 发展； 现状 中图分类号： F842.684 文献标识码： A 文章编号： 1003-0743(2009)12-0032-04 The History ， Development and Status of Medical Assistance／ LI Xin-wei, WU Hua-zhang ∥Chinese Health E- ： conomics, 2009, 28(12) 32-35 Abstract: Medical Assistance (MA) is one important part of Medical Security System (MSS) , and it plays an important role in alleviating difficulty in acquiring and affording medical services for the poor in urban and rural areas. This paper ana - lyzed its targets of MSS and Social Assistance System (SAS) from theoretical aspect, demonstrated its relationship with other institutions as medical insurance and DiBao clearly. In addition, the paper analyzed its property in ancient times, modern times, the period from country-founding to reforming and opening-up, the period from reforming and opening-up to the begin - ning of this century and current MA policy, showed the history and development of MA, and concluded its characters in differ - ent periods, so it would be meaningful for improving current MA policy.
