基于伙伴关系区域合作发展模式创新探索摘要：在经济全球化发展日益深化的背景下，金融危机、地区冲突等不确定性因素逐渐加剧，小到个体之间、企业之间，大到城市之间、区域之间乃至国家之间，都迫切需要结成战略合作伙伴关系，充分发挥资源互补优势，共同分享利益以及承担责任与风险。以粤港澳合作为重点研究对象，在总结科层式、自发式和混合式伙伴关系等现有区域合作发展模式的基础上，借鉴国内外城市之间建立伙伴关系的理论与实践，探索在区域内部城市之间形成目标一致、多方参与、利益共享、责任分担的新型战略合作伙伴关系，并在新时期的区域发展背景下提出遵照“需求导向、优势互补”的合作思路促进融合发展，从“突出民生、联合治理”的角度丰富合作内容，以及不断创新“共同开发、共同受益”的开发模式以增强合作动力，建立方式灵活、主体多元、渠道畅顺的合作新机制和新模式，实现区域优势资源的高效整合，进而推动区域一体化发展 关键词：伙伴关系；区域合作；发展模式 Abstract：With the deepening of economic globalization and the gradually increasing influence of financial crisis, regional conflicts and other uncertain factors, small as the individuals, or enterprises, large as cities, areas or even the countries, need urgently to form strategic partnership, take full advantage of the complementary resources,and shareinterests with responsibilities as well as risks. Focusing onthe cooperation of Guangdong- Hong Kong-Macau area, by analyzing the existing regional cooperation development modes such as hierarchy, spontaneous and mixed partnership modes, and taking the the theory and practice of other domestic and international cities in the establishment of intercity partnership as references, this thesis aims to explore a new type of strategic partnership under which the the cities share the same goals and interests and take their corresponding responsibilities. The thesis establishes a cooperative mode which conforms to the latest regional development in the new era, featuring of “being demands oriented and bringing mutual benefits to each stakeholder by taking their relative advantages” so as to further promote the regional integration. The thesis proposes to enhancethe regionalcooperationin depth and width by “highlighting people’s livelihood with joint efforts of all partner cities”; to innovate the mode of “joint development, common benefit” to increase cooperation force; and to establish a new mechanism of cooperation with flexible cooperation modes, multi-stakeholders and unobstructed channels, which helps to achieve a
