基于ISM模型的土地流转社会风险评价研究 苏海珍 刘学录 甘肃农业大学资源与环境学院 甘肃 兰州,730070 摘要:根据我国目前土地流转的现状及存在的问题，本文从经济、生态、社会三方面构建了土地流转社会风险的影响因素，然后用ISM模型解析出各影响因素的关联关系和结构。结果表明：所选取的15个风险因素可以划分为7个层次，其中农用地面积的变化程度、地膜、农药和化肥使用量的变化程度是最直接的风险因素，而群体性事件数量上升率、流动人口增长率和学生辍学增长率是最深层次的风险因素，并且清晰的知道了风险因素之间的影响关系，进而得到生态风险是最直接的风险。预防和降低土地流转社会风险的主要政策和建议是：加强土地流转用途管制，控制农药、化肥和地膜的使用量，健全土地承包经营权登记制度、推进确权登记颁证工作，完善社会保障制度、加强基础设施建设，提高农户的风险防范意识。 关键词：土地流转；社会风险；解释结构模型（ISM） 中图分类号：F301.2 文献标志码：A 文章编号： Based model ISM research on social risk evaluation of land circulation Su Hai-zhen Liu Xue-lu College of resources and environment, Gansu Agricultural University Lanzhou 730070 Abstract: According to Chinas current status and existing problems of land circulation, from the aspects of economic, ecological, social, constructed influence factors of land circulation social risk using the ISM mode, and parse the relationship and structure of the various influencing factors. The results showed that: Selected 15 risk factors can be divided into seven layers , the degree of the change of farmland area change, plastic, pesticide and fertilizer usage degree is the most direct risk factors, and the number of mass incidents in lift, the floating population growth rate and growth rate of students drop out is the deepest level of risk factors, clearly know the influence of the relationship between risk factors, and obtained the ecological risk is the most direct risk. Then we give some countermeasures and advices to prevent and reduce the land circulation social risk : strengthening the land circulation use regulation, control the use of pesticides, fertilizers and plastic film, improving the?
