The airport can open at all time. To achieve the aim of first class design, first class construction, first class management, first class service, the Shanghai P u dong International Airport Engineering Arranging Committee (SPIAC) invited six international famous design companies to participate the plan- collecting activity. After carefully select of international commission, the design projects provided by ADP of Paris Airport and Sodechange Company, in which they use seagull spread the wings as the motif, were determined to be the finally implementing project. ADP is responsible for the primary design of expansion project based on the project above. Chinese East China Architectural Design Institute occupies consultant on project and primary expansion design. At the same time, it also acts as the consultant of the owner and is responsible for the construction drawing design of whole airport, further design and on-spot cooperation. The requirement of the plan and design of P u dong international Airport is high origin and high standard to fully express the 21st century motif of concordant and durative development of human, construction and environment, and fully express 21st century Shanghai Character. In the aspect of form, the following factors are required: integrity harmonious, full functions, advanced facilities, fluent flow, reasonable partition, perfect image, and elegant environment. The whole airport engineering is divided into four phases, which is a kind of unit-style and developable model: In each phase, a single air-station building and parking storage is built.
