DESIGN COMPETITION AND PUBLIC PARTICIPATION: TO INTERPRET THE DESIGN PROCESS OF
WORLD TRADE CENTRE REDEVELOPMENT
Abstract : After September 11, the rebuilding of the
World Trade Centre and the redevelopment of its 16
acres, land aroused worldwide attention. This article
introduces design competition and public participation in
the redevelopment process and its infl uence on decision-
making, so as to provide reference on how major projects
in mainland China can encourage public participation
into its design process to accumulate public wisdom. The
fi rst phase began right after the attack when thousands
of design proposals accumulated by relevant art societies
were published on media and were categorized to
summarize the design concepts and prototypes. In the
second phase, after January 2002, in order to reach social
consensus to a larger extent, a series of public hearings
called Listing to the City were held to invite ordinary
