The theory of circular economy was formed under the guidance of sustainable development strategy in 1990s. The circular agricul- ture is put forward first by Chinese scholars. The conventional agriculture is confronted with a series of prob- lems at present, such as environmental pollution, ecological damage, resources waste. People begin to focus on the development of regional circular agriculture for improving efficiency in use of resources and economic benefit. The development of circular agriculture is the demand of modern agriculture, and the important com- ponent of new rural structure for resource-saving and environment-friendly society.
