Excess of rural labor s and rural pop ulation caused by t he lag of pop u lation urbanization is t he root of t he p roblems . Therefore , t he fundament al way to solve t he p roblems in agricult ure ,rural areas and farmer s should be out side of t hem . Quickening t he p ro cess of pop ulation urbanization can settle a series of t he p roblems in agricult ure ,rural areas and farmer s . This p rocess depends on t he instit ution . So we must p ush forwar d pop ulation urban ization by t aking efficient measures ,only do so can we completely solve t he p roblems in agricul t ure ,rural areas and farmer s.
