T raditiona l civ il eng ineering m anagem ent system m ainly focu ses on the project m a- nagem ent, emphasizing the m ethodology and technology of sing le m odular m anagem ent. Based on m eta- synthesis m ethodology, the paper proposes a three-d mi ensional m acro m anagem ent system wh ich consists of organization, phase and function, and a three- leve lm icro- system w hich com prises foundation, m anage- m ent and contro l fo rm odern eng ineering. The system proposed is applied in Su tong bridge project and the u tility is proven through an exploratory research.
