十六大”与中国改革的新突破 作者：迟福林 The CPCs 16th National Congress of New Breakthroughs in Chinas Reform Chi Fulin Vice chairman of the Chinese Research Society for Economic System Reform Executive Director of China Institute for Reform and Development ） ABSTRACT Remarkable progress has been made in Chinas economic system reform and the framework of a socialist market economic system has been initially established in the 10 years or so since 1992. Along with Chinas WTO accession, the reform entered a new stage, the reform tasks in which, compared with the past 20 years, seem to me more profound, more complex and more arduous. So the present paper holds that, new ideas about reform should be formulated in accordance with the “represents ”in order to make new and substantial breakthroughs in the overall reform; Development of the mixed sector should be accelerated to make new breakthroughs in the reform of state-owned enterprises; a large enough middle income group should be cultivated as one of the maj or means to make new breakthroughs in the reform of the income distribution system; and increase of farmers income should be regarded as the goal in order to make new breakthroughs in the rural reform. At the same time, new breakthroughs have to be made in the reform of the service sector with that of the financial sector as the focus; and new breakthroughs must be made by strengthening the constraining and supervision of the administrative power.
