In this paper, a mobile ap- plication is developed based on the GPS function of Android smartphone. Taking advantage of the rich set of Android APIs, position data are acquired through the android.location software package for real-time location of the phones, and transferred to the server via GPRS for real-time monitoring. The test results show that the Mobile Positioning Software runs well, and can well achieve the purpose of real-time monitoring, intervention, regulation and control as well as early warning.
