This paper mainly describes the structure of Broadcast TV billing and accounting system, and with mathematical method, shows and compares the advantages of billing strategy based on QoS and tranditional billing strategy. Meanwhile, a billing solution in combination of online billing and near-realtime billing, is proposed. Also the “main memory database” technology is employed to optimize the real-time processing capability of the proposed system.
