2017 年 3 月 残疾人研究 专题研究 第 1 期（总第 25 期） Disability Research 高等融合教育 上海市残疾人高等融合教育支持服务的初步实践 * 汪海萍 1 赵伟时 2 【摘要】融合教育是我国残疾人高等教育的明确方向。文章秉持残疾人享有接受高等融合教育的平 等权利、融合教育应是有质量的教育、支持服务是残疾人高等融合教育质量的基本保证、残疾人组织应 自觉履行协助、促进与支持残疾人教育的义务等理念，从资源建设、学业支持、就业支持三个方面探索 残疾人高等融合教育支持服务的发展进程。针对该领域存在的理念滞后、制度匮乏、服务质量不高、覆 盖范围狭窄等问题，提出转变理念，更多关注残疾人的优势潜能；完善政策，建立高等融合教育支持服 务体系；整合资源，提供更高质量的支持服务等建议。 【关键词】残疾人；高等融合教育；支持服务；初步实践 C913.69 【中图分类号】 【文献标识码】A 【文章编号】2095-0810(2017)25-0013-08 An Exploratory Practice of Supporting Services in Higher Inclusive Education for the People with Disabilities in Shanghai WANG Hai-ping, ZHAO Wei-shi Inclusive education is the explicit direction of the higher education for the people with disabilities in our country. 【Abstract】 This paper presents the exploratory process of Shanghai Disabled Person’s Federation (SDPF) in facilitating the supporting services in higher education of the people with disabilities. SDPF strongly insists that people with disabilities enjoy equal rights in receiving the higher inclusive education, inclusive education should be of the quality education, supporting services are fundamental to secure the quality of higher inclusive education for people with disabilities, and the institutions and organizations of the people with disabilities should fulfil their obligations in assisting, facilitating and supporting the education
