船舶操作性要求集中检查活动指南（Guidelines for the centralized inspection of operational requirements for ships） Guidelines for the centralized inspection of operational requirements for ships This guide is provided to the port state surveillance inspector (PSCO) to enable them to check relevant items during operational inspections. In addition to this guide, PSCO should also refer to the following documentation: SOLAS Res.A.787 (19) MSC/Circ 451 MARPOL Res.A.761 (18) MSC/Circ 794 Res.A.624 (15) Res.A.882 (21) MSC/Circ 850 Res.A.654 (16) Res.A.893 (21) MSC/Circ 955 Res.A.689 (17) MSC.48 (66) - LSA CODE MEPC 60 (33) Res.A.760 (18) MSC.81 (70) MEPC/Circ 317, MSC/Circ.1093, MSC/Circ.1136 This centralized inspection activity is aimed at all the SOLAS conventions and the MARPOL conventions applicable to the ship, and the above conventions are clearly operational requirements. The centralized inspection campaign is designed to make more rigorous checks on specific aspects, rather than reducing the normal coverage of routine PSC inspections. The event shall be conducted in conjunction with the vessel selection and inspection work of the port state supervision and inspection. In the course of activities, the maritime competent authorities shall, as far as possible, carry out operational inspection of more vessels in accordance with the existing conditions. For the purpose of requiring the vessel to carry out exercises and assessments, the maritime authorities may consider conducting inspections at the time of vessel anchoring, berthing or mooring.
