The study methods were adopted literature review and questionnaire. In questionnaire aspect, the subjects included 502 elementary school teachers in Taipei City and Taipei County. The collected data were analyzed through the methods of Item analysis, one-way ANOVA, Pearson’s product-moment correlation, and multiple stepwise regression analysis. To sum up,conclusions were made as followings: 1. To verify School learning culture Evaluation Indicators’ reliability and validity are good. 2. There is positive correlation existed between the learning culture and teacher professional commitment. 3. Among all dimensions of school learning culture, the highest prediction to total teacher professional commitment is the structure and system of promoting teache
