积木法模型在尼日利亚电价发电电价监管中的应用

摘要：“积木法模型”是一种在全球得到广泛应用、专门针对公用事业产品及服务的监管模型，原则上是一
种管控成本、激励效率的监管制度。尼日利亚电价监管沿用了这一行业监管规则。就尼日利亚电价监管制度
中的发电定价规则进行详细解读，研究积木法在多年电价法(MYTO)中的应用，层层分析发电基准电价、上网
电价形成的因素及计算方法，探究电价的激励机制，以供国际化战略实施过程中国际商务人员研究借鉴。
关键词：尼日利亚电价改革；发电上网电价机制；MYTO模型
