Occupying an important position in Chinas national heritage protection sites system, and equal to overseas National Parks, Chinas scenic areas enjoy large geographical areas, and the scenic areas planning is thereby obviously comprehensive, diversified and complicated. The paper analyzed the establishment of scenic area system and the development of scenic areas planning system of China, summarized the four development stages of Chinas contemporary scenic areas planning and the relationship between Chinas three major heritage protection system and scenic areas, proposed the legal position of scenic areas planning: legal planning, construction planning and manage
