浅议建筑工程绿色施工技术及管理措施摘要：当前，建筑工程施工消耗了社会总资源中很大部分，且施工过程还存在许多环境相关问题，随着我国经济和社会的迅猛发展，绿色施工在我国的建筑工程中已得到大力提倡，根据2007年，建设部发布的《绿色施工导则》中提出的绿色施工框架，从施工管理、环境保护、节材与材料资源利用、节水与水资源利用、节能与能源利用、节地与施工用地保护等方面，详细地描述了绿色施工的技术措施。 本文主要就建筑工程的绿色施工技术和管理措施进行探讨，有利于提高我国绿色施工水平。 关键词：工程管理 绿色施工 施工管理 临时设施 Abstract: At present, the energy consumes in construction engineering accounting for a large proportion of the total social resources, and accompanied with many environmental problems in the process. With the rapid economic and social development, green construction has been strongly advocated in China. In the outline of green construction proposed by the Guidance for Green Construction issued by the Ministry of Construction in 2007, a detailed description of the technical measures of green construction has been presented from the aspects of construction management, environmental protection, material saving and utilization, water saving and utilization, energy saving and utilization, land saving and construction land protection. In the paper, the technical and management measures of green construction of engineering are discussed, which is conductive to the improvement of construction level of China. Key words: project management; green construction; construction management; temporary facilities 中图分类号：TL372+.3文献标识码：A文章编号：2095-2104（2012） 一、概述 国家正大力推广工业工程的节能降耗，发展可持续发展的理念，施工行业作为消耗大户也不例外。其中绿色建筑和绿色施工相关法规以及导则如《绿色建筑评价标准》、《绿色施工导则》、《绿色施工管理规程》的出台便是表现之一。但上述文件多是在原则、框架层面上进行定性规定，执行起来弹性大，不利于绿色施工的有效执行，本文主要从绿色施工管理和施工临时设施注意问题两个方面去探讨如何践行绿色施工。 二、施工管理 2.1 组织管理 1）建设项目建立绿色施工管理体系，包括设置相应的管理部门和职能人员。在项目经理下属的职能部门中社绿色施工管理部门，如绿色施工部或环保施工管理部，也可在各部门内部设立专门的绿色施工管理班组； 2）明确规定现场绿色施工管理人员和操作人员各自的职责、权力范围等，职责落实到人。由于绿色施工涉及施工多个工种和部门，现场绿色施工管理部门应被赋予跨部门、跨工种的管理权，以确保绿色施工得到有效地执行和监督。 2.2 规划管理 1）建设项目设置绿色施工的专向目标，包括“四节一保”中各项内容； 2）对施工项目所在地的环境状况进行调研，包括水文、地质资料、生物种群资料、文物资料等，并进行备案，提出现场施工的环境保护方案及建议； 3）建立体现“四节一保”的施工现场管理制度，包括施工机械管理制度、材料储存和使用制度、废弃物收集和再利用制度、有毒有害物管理制度及人员培训制度、检查和奖惩制度等； 4）施工组织设计中设置关于绿色施工的相关章节，如在项目施工方案选择中提出绿色施工的要求，
