This article analyses three latitudes of the theoretical innovation of the area’s government , demonstrates that the institution innovation is the mid part which transfers the theory to the fact and the interaction of its institution innovation of the public administration and the economic development . Based on learning from the advanced experience abroad and Chi na ’s current situation , this article discusses the radiation of the balance elements of the area learn ing from Singapore ’s experience.
