科技创新对我国竞争力的影响 　　摘 要：新经济增长理论表明了科技与经济的关系，科技进步可以缓解资源的稀缺性程度，加快经济发展。基于科技与经济的互补关系，该文首先从世界主要大国的研发投入的绝对数量和相对数量分析了我国的科技竞争力，同时说明了科技竞争对我国经济发展的影响，最后阐述了科技管理政策对我国科技与经济和谐发展的重要作用，并有利于我国建设成为创新型国家。基于该文的分析，科技创新对我国经济发展产生了重要推力，并是今后我国经济跨越发展的原动力。 　　关键词：经济增长 科技研发 科技进步法 　　中图分类号：G30 文献标识码：A 文章编号：1674-098X（2017）02（b）-0251-03 　　The Influence of Science and Technology Innovation to the Competitiveness of Our Country 　　Ren Chiyuan1 Tian Xin2 　　（1.Science College， Southwest Petroleum University；2.Applied Technology Petroleum University， Chengdu Sichuan， 610500，China） 　　Abstract： The new economic growth theory suggests that the relationship between technology and economy， science and technology progress can alleviate the degree of scarcity of resources， speed up the economic development. Based on the complementary relationship of technology and economy， this article first from the worlds major powers RD of absolute quantity and relative quantity of analyzes the competitiveness of science and technology， and illustrates the competition of science and technology influence on the economic development of our country， finally expounds the progress of science and technology act on the important role of science and technology and economic harmonious development in our country， and is helpful to build our country into a creative country. Based on the analysis of this article， the technology innovation of our country economy development the important force， and is the future for the driving force behind the economic development across China. 　　Key Words： Economic growth； Science and technology research； Science and technology development law 　　新?济增长理论表明了科技与经济之间的内在联系，阐述了知识是经济增长的基本动力，是使得经济保持长期增长的主要因素。该理论将科技进步视为经济增长的内生变量，科技进步将推动经济发展[1]。 　　1 科技与经济的联系 　　科技进步推动经济发展的理论可以从以下方面进行解释。首先，科技进步可以缓解资源的稀缺性程度，从世界科技发展史来看，科学技术在推动经济增长中所占的比重不断上升，对经济增长的贡献率越来越大。同时，科技进步主要表现在生产设备技术水平的提高和生产工艺水平的改善上。技术水平的提高可以提高产出水平，大幅度提高劳动生产率，降低消耗。生产工艺水平、劳动者素质是技术水平的主要标志，极大影响经济的边际效益，而科技进步会提高相应的工艺水平和劳动者素质[2]。此外，科技进步也会提高决策管理水平。因此，科技进步和创新能够有效
