As the largest UPOPs source in the source category of production and use of chemicals and consumer goods, China’s pulp and paper sector has been listed in the China’s National Implementation Plan (NIP) as listed this sector as one of the country’s six priority POPs sectors. High releases of UPOPs from the sector is correlated with the fact that, different from the pulp and paper sector in developed economies, China’s pulp and paper sector is characterized with high consumption of non-wood pulp and low production capacity. Lack of Best Available Technologies and Best Environmental Practices (BAT/BEP) for small non-wood fiber mills has been identified as a key barrier for the sector to control its UPOPs releases, as well as to improve the sector’s overall environmental performance. In responding to this challenge, a Study on BAT/BEP For Non-wood Fiber Mills Project is developed to assist China in investigating UPOPs releases from its typical non-wood fiber mills, identifying and evaluating potential BAT/BEP for such mills, carrying out extensive stakeholder consultations to mobilize broad support for the sector’s efforts to promote BAT/BEP adoption at non-wood fiber mills, and develop a monitoring and evaluation plan for the sector to closely monitoring its progress on UPOPs release reduction. This project is financed by the Canadian Trust Fund for POPs managed by the World Bank, and is implemented by the Foreign Economic Cooperation Office (FECO) of the Ministry of Environmental Protection (MEP) of China in consultation with the
