Key words: petroleum import, transportation safety, transportation layout, risk 1 Introduction The uneven distribution of the worlds oil resources and the imbalance of oil consumption, the separation of the supply and consumption markets, make the long distance transportation of oil become inevitable. The safety of petroleum transportation has become an important guarantee for the steady supply of domestic petroleum. Oil import security mainly includes three meanings: one is the requirement of import source is stable and reliable, can ensure sufficient supply; two is the requirement of import price stability; the three is from the source of imports to domestic transportation safety and transportation safety and security, transportation routes include the safety of the ship, the carrier is safe and anti pollution, safe share unloading location and storage safety. Among them, the import source safety is the premise of oil security, there is no source of safety, import price stability and transportation safety are out of the question.
