This paper analyzes the potential advantages of tourism in industrial transformation for resource-exhausted cities， and points out four important factors affecting the effects of transformation feasibility： transportation networks， population structure and consumption capability， regional competition and coupling factor， the tourist consumption bearing capacity and infrastructure of these resource-exhausted cities. After examining these factors， the paper divides resource-exhausted cities into several types. Finally， several strategies for developing tourism in resource-exhausted cities， including dominant model， transition model， and adherent model， are suggested according to the different types. Key words： resource-exhausted cities， tourist industry， industrial transformation， 我国拥有400多个资源型城镇，其中有80多个已经或即将面临资源枯竭。伴随着资源枯竭的是一系列的问题：经济发展停滞、环境污染严重、失业人口庞大，整个社会经济呈现不可持续发展态势。因此这些城市迫切需要寻找对策，转型产业结构，以求得以可持续发展。在其可选择的转型路径中，旅游业因其独特的发展优势，可充分利用资源枯竭型城市中的沉淀成本和失业人口、通过关联效应和波及效应带动大批相关产业并减轻城市的生态环境压力，是一个解决目前资源枯竭型城市困境的良好选择路径。 然而，并非所有资源枯竭型城市都可以向旅游业转型。旅游产业发展受多种因素制约，本文试把影响旅游业转型的因素分为——区域影响因子和城市发展条件两大分类以及城市交通通达度、客源地居民人口结构和消费规模、区域竞争与耦合因子、城市消费承载能力与基础设施建设四小类，并分别阐明各个因素对于旅游产业发展可行性的影响机理。通过对上述影响因子的分析，试图归纳出对不同类型的城市旅游业转型模式。 一、资源枯竭型城市的旅游业发展优
