国际机制：全球气候治理的必然选择 内 容 摘 要 伴随着近年来对气候问题的不断关注，全球气候治理作为解决气候变化问题的重要举措也越来越受到人们的重视。通过不断地努力，气候治理已经取得了一些成果，而这些成果都是在联合国为主导的国际气候治理机制下取得的。本文从主权国家不会主动进行气候治理和气候治理中存在矛盾两方面论述了全球气候治理领域内的国际机制的必要性，同时，也从现阶段国际机制对全球气候治理产生的作用上论述了国际机制的有用性，也即，建立和完善全球气候治理中的国际机制是必要的和有用的。 关键词：全球气候治理 国际机制 ABSTRACT In recent years, along with the constant attention on climate issues, global climate governance which is a solution to the problem of climate change has been increasingly drawing peoples attention. As the consequence of continuous efforts, climate governance has yielded some results, which are achieved in the United Nations-led international climate governance mechanism .By emphasizing the fact that the sovereign state will not take the initiative to take oo Climate Governance and there are many contradictions in the Climate Governance , this article discusses the necessity of international mechanisms in the field of climate governance, at the same time ,this article discusses the usefulness of international mechanisms by talking about what the effects the international mechanisms have on the global climate governance at the present stage ,that is to say, the establishment and improvement of international global climate governance mechanisms are necessary and useful. KEY WORDS：global climate governance international mechanisms  目 录 一、 国际机制：必要的选择 2 （一）全球气候治理不能依靠国家自发进行 2 二、 国际机制：有效的途径 4 （一）现有的国际机制 4 （二）参与国际机制的主要行为体 4  国际机制：全球气候治理的必然选择 全球气候治理是伴随着全球气候变化问题的不断突显而被提出并引发广泛关注的。全球气候变化是指主要由于人类活动向大气排放了过量的二氧化碳等温室气体，导致大气中的温室气体浓度过高，引起温室效应，从而在全球平均气温基础上出现了以变暖为主要特征的全球范围的气候变化现象。全球气候变化的成因最早可以追溯到工业革命时期，人类对化石能源的大规模利用直接导致了温室气体的大量排放，同时对生态环境的严重破坏减弱了生态环境对温室气体的吸收转化能力。这种趋势在工业革命之后并没有得到改善，相反还有所加剧。根据有关统计，全球表面平均温度在20世纪大约升高了0.6℃，其中1988年比1949年—1979年的平均气温升高了0.34℃。世界气象组织（WMO）2007年12月30日宣布，据截止到2007年11月底的数据显示，1998年—2007年是有气象记载以来最暖的10年。 气候变化是一个不容忽视的问题，它对全球的环境、经济、社会、政治都产生着重要的影响。气候变化会造成全球平均气温的升高，而这一结果将给世界带来深刻的改变。首先，气候变暖会导致以两极冰川为代表的地表冰川层融化，进而引起海平面的升高，给沿海低地国家和城市带来毁灭性的的灾难；其次，全球气候变暖使地球许多自然系统发生了深刻的变化，对地球生物的生存造成威胁；再次，全
