污染排放费用征收系统的经济分析

摘要: 对污染排放费用的征收系统, 重点是水污染排放费用的征收系统的有效性进行了研究. 目的
在于研究同一政策执行力度下, 目前城市环境管理系统是否有效. 通过分析边际社会损害与有效征收
费用率的关系, 建立了环境供给函数模型(ES) ; 利用边际削减费用和征收费用率的关系分析, 建立了
环境需求函数(ED ) 模型. 最后, 利用某市各区的环境经济统计数据进行了实证分析, 得到了较好的结
果, 从而验证了目前城市环境管理系统的有效性.
