However, Independent colleges focus on students practical ability. In order to enhance the program design abilities of the IT professional students, the paper uses the methods such as statistical survey and practical exploration to find the main factors affecting the students programming abilities in the independent colleges. The specific teaching reform plan is presented. The implementation results show that the scheme has a good effect. Keywords：program design; teaching innovation; training mode; teaching method 程序设计能力顾名思义是指面向一个具体问题学生的学习能力相对较弱，基础知识部分也相对匮而设计与编写程序代码，然后在计算机上调试、
