And we must defer to the principle of national property rights, division of level administration, authorized management, division of labor surveillance. Gradually establishes the state-owned property management, the surveillance, the management system and mechanism, to establish and consummate the strict responsibility system .But as a new form, the state-owned investment holding company only has short development history in China, the theoretic study and experiential study of the state-owned investment holding companys theory are just at the beginning. To this kind of company，the research of function orientation, the corporation governance structure, the organization structure, the investment management, the risk management, human resources management and so on are relatively lagged behind, many questions also lack the thorough discussion . But these questions are urgently awaited to be solved during the course of adjustment and development, need to solve as soon as possible. The dissertation attempts to analyze the series of questions in capital operation of state-owned investment holding company. This dissertation introduces nature, character, the development stage of state-owned investment holding company. And systematically reviews the related theory of the capital operation. Based on the development actuality of domestic and foreign state-owned investment companies, and successful experience of Shandong Economic Development Investment Company capital operation case study, the dissertation brings forward that state-owned investment companies should setup the idea if capital operation. Based on the theory of capital operation and the successful experience of Shandong Economic Development Investment Company, cons
