Disturbed by government failure , the issue of “government capacity ”has attracted world wide attention in late 20th century. Government capacity is a kind of ability and strength when government governs itself and the society . To this issue , scholars in our country have carried lots of studies ; however , there remains some blank space . As the main domain of government ’s capacity research , the research on local government capacity in this article is based on fruits obtained by combing scholars’former research .
