摘 要 政府职能与社会的经济发展密切相关，动态的社会就需要有动态的政府职能 与之相适应。近年来，随着我国经济的不断发展和社会的不断进步，政府的职能 研究已经成为众多学者研究的重点。 产业集群功能是地方政府在新形势下出现的其中一项职能。在浙江，政府的 产业集群功能体现尤其明显，“一乡一品”，“一县一品”的现象已经非常普遍， 有温州的鞋业、绍兴的轻纺，宁波的服装；规模小一点的有嵊州的领带、诸暨大 唐的袜业、店口的五金等等。在这些产业群里，都是由成千上万个中小企业构成， 他们既竞争又相互合作，在市场上取得了强劲的竞争力。 本文主要以浙江诸暨珍珠产业集群为例，着重从经济学的角度分析了政府到 底在产业集群中发挥了什么具体的作用，从宏观分析到结合产业实际，充分肯定 了政府的功能，并对进一步发挥好政府职能提出了几点看法。珍珠对于诸暨来说， 是兴起时间不长，但又非常具有潜力的产业，因此作为诸暨当地各级政府，对产 业寄予了非常高的希望，也在不同的方面进行了探索性地扶持发展，使得“中国 珍珠之乡”落户诸暨。 [关键词] 地方政府 产业集群 功能 Abstract The governments function relates to societys economic development closely, the dynamic society needs to have the dynamic government function to adapt to it. In recent years, along with the continues development of economy and great progress of society in our country, the research of governments function already became a key point which the many scholars studied. The industrial cluster function is a new function which appears under the new situation. In Zhejiang, governments industrial cluster function manifests especially obviously. The phenomenon of a town variety , a county variety was already common extremely. For example, the shoes industry in Wenzhou, Spinning and weaving in Shao xing, clothing in Ningbo； Scale small as tie in Shengzhou, sock industry in Zhuji Datang, hardware in Zhuji Diankou and so on. In these industrial groups, there are tens of thousands of mid- and small-scale enterprise constitutes, they are competing,cooperating and having a strong competitive ability in the market. This article mainly takes the Zhejiang Zhuji pearl industry cluster as an example, analyzed the government from the economic angle to play any concrete role in the industrial cluster emphatically, from the macroscopic analysis to the union industry reality, had fully affirmed governments function, and to further displayed the good government function
