城市公共交通服务模式研究——以株洲市为案例.pdf

摘 要 公共交通是与人民生活紧密相连，是重要的公共服务基础设施，支撑着地方 经济的发展。提升政府公共服务能力，加速地方经济发展中重要一个环节就是提 高公共交通的供给能力。城市公共交通体系建设是解决城市交通拥堵问题、节约 利用土地资源、促进城市发展、改善环境质量、推动相关技术进步、优化城市空 间布局和相关产业发展、提高人民生活品质、构建现代宜居城市、促进城市与环 境协调发展的民生工程。实现城市交通服务战略发展在于城市各项交通政策、规 划，通过互相的平衡点，抓住重点，综合规划。本文通过对公共交通服务发展相 关理论研究进行梳理，借鉴前人的研究成果对公共交通进行科学界定，确定了论 文的研究框架。对当前国内外城市公共交通服务发展现状进行分析，结合株洲当 前公共交通服务的发展的现状和存在的问题，以坚持公共利益为核心，从节能环 保出发，综合当前城市公共交通服务体系建设发展趋势，提出的解决的对策，统 筹规划城市交通的发展战略，协调与整合各项涉及交通的政策目标。 关键词：公共交通；公共服务；模式研究；株洲 I ABSTRACT Public transport is closely linked to peoples lives, and play an important role public service infrastructure, supporting local economic development .
