For a long time, the local foreign affairs work strictly abides by the principle which the local foreign communication should be consistent with that of the whole nation. Entering the new century, as the international economic integration and the speeding up of the local economic and social development, local foreign affairs work needs to have more keen insight to analyze environment at home and abroad. It is particularly significant to find a more suitable working method for foreign affairs work and promote the all-round and three-dimensional development of the foreign affairs work. Foreign affairs service is one of the government responsibilities. The government administration model determines the government responsibilities and the foreign affairs work. In accordance with the basic theoretical logic, and based on the related service-oriented government theoretical research and the study of the foreign policies both at home and abroad, this paper mainly formulates the scientific foreign affairs work plan which is cored to the service-oriented government.
