郑州市安全防范设施建设管理规定（Provisions of Zhengzhou Municipality on the administration of construction of safety guard facilities） Promulgated by the peoples Government of Zhengzhou Municipality (promulgated by the peoples Government)(time of promulgation)(time of implementation) Decree No. 127th (No.) of Zhengzhou Municipal Peoples Government Provisions of Zhengzhou Municipality on the administration of construction of safety guard facilities Promulgated by the fifteenth executive session of the Municipal Peoples Government on July 4, 2003, and is hereby promulgated and shall come into effect as of September 1, 2003. July 11, 2003 Article 1 These Regulations are formulated in accordance with the relevant provisions of the peoples Government of the province and the actual conditions of this Municipality in order to strengthen the construction and management of safety prevention facilities and to protect the personal and property safety of the state, collectives and citizens. Second said security facilities mentioned in these Provisions refers to the robbery, theft, anti sabotage, anti explosion accident and disaster prevention for the purpose of alarm, TV monitoring, entrance control, safety inspection facilities and other safety facilities. Article third of these Regulations apply to the citys administrative areas of security facilities and alarm command system network construction, use and management. The fourth municipal public security organs are the supervision and administration departments of the construction of safety and security facilities in this municipality. The safety technical supervision and management institution under which it belongs shall be responsible for the supervision and administration of the construction of safety and security facilities. The public security organs of the county (city) shall be responsible for the supervision and administration of the safety control facilities within their respective administrative areas within the
