Editors’ Notice 辑说明 一、为履行中国政府入世承诺、遵守WTO 的透明度原则，根据国务院法制 办公室对法规、规章译审工作的要求，深圳市人民政府法制办公室和深圳市法 制研究所决定编辑出版《深圳法规规章》（英文版）。 二、 《深圳法规规章汇编》（英文版）分辑出版，每辑收录 定时期内深 圳市人民代表大会及其常务会员会和深圳市人民政府分别制定、修订的法规和 规章英文译本。自1992年7月1 日深圳获得立法权起至2007年7月1 日期间制定的现 行有 的法规、规章英文译本，计划用4辑分期编辑出版。之后制定和修订的法 规规章，将根据情况每年或每两年编辑出版一辑。 三、本辑为第1辑，共收录现行有 的法规和规章英文译本78篇，其中法规 38篇、规章40篇。 四、本辑收录的英文译本由深圳市法制研究所组织人员翻译、校对和审 定。所有英文译本均为学术翻译，仅供参考。凡英文译本与中文原文表述不 致的，以中文文本为准。 五、参加本辑所收录的法规规章英文译本的翻译、校对和审定工作的人员 有（按姓氏笔划排序）：丁明方、王成义、王寿之、田丽、刘洪蛟、刘雪妮、 刘静、吴成贤、张淑佃、李萍、周成新、林锐鑫、金华、姚琦、徐玲玲、殷铁 宝、韩健、韩铁、戴克中，在此致以衷心的感谢。 六、因水平有限，翻译文本中如有错 、遗漏之处，敬祈读者批评指正。 Regulations and Rules of Shenzhen Editor s Notice In order to fulfill the commitments made by the Chinese Government when becoming a party of the World Trade Organization, and comply with the principle of transparency under the WTO, the Legal Affairs Office of Shenzhen Municipal People s Government and the Shenzhen Law Institute decide to edit and publish the Shenzhen Regulations and Rules (English version) in accordance with the requirements of the Legal Affairs Office of the State Council over translation and revision of laws and regulations. This book will be published by volumes. Each volume will include the English versions of a certain number of effective regulations and rules which are promulgated by Shenzhen Municipal People s Congress and its Standing Committee, and Shenzhen Municipal People s Government during a certain period. The English versions of the effective regulations and rules promulgated between July 1, 1992 and July 1, 2007 will be published by 4 volumes.
