我国东西部高等教育资源配置差异和对策研究.pdf

摘 要 注重高等教育资源的合理配置，保证高等教育公平、实现高等教育和谐 发展，是社会和谐发展的重要组成部分，合理配置高等教育资源是保证高等教 育公平的重要手段。当前我国的高等教育资源配置还存在许多问题，本文主要 对我国东西部高等教育资源配置的差异性这一问题进行研究。 文中通过对高等教育资源各项指标的建立，并运用到大量的数据，利用 统计研究法和比较分析法得出了一个结论：在高等教育资源配置上我国东西部 存在着很大的差异，东强西弱，并且随着年份的增加这种差距在逐年增加。从 历史，政策，经济三个方面对导致区域间高等教育资源配置差异的原因进行了 分析阐述。通过阐述导致这种差异性的原因，进一步针对性的提出了优化东西 部高等教育资源配置的对策及建议。缩小这种差距的基本思路就是要求国家政 府在政策实施上要保证基本的公平，走重西轻东的非均衡教育发展道路，高等 学校自身根据自己的区域特点走特色化道路。文中重点突出政府在解决高等教 育资源配置问题上所起到的主导作用。通过运用新公共管理理论的管理理念， 提出政府在资源配置上要保障基本的公平原则，将企业化的管理方法引入到政 府管理中以提高管理效率，引入竞争机制，还要给予高等学校一定的自主权。 在对策建议中，借鉴木桶理论，强调国家要注重对西部教育这块短板的投入， 政策上要适当倾斜，以求西部教育的快速发展，从而促进全国高等教育的全面 健康发展，实现国家的可持续发展。 【关键词】 高等教育资源，资源配置，资源配置差异，教育公平 3 Abstract Pay attention to higher education reasonable allocation of resources, ensure higher education fairness, realize the harmonious development of higher education, is harmonious development of the society, as an important part of higher education resources reasonable allocation of higher education fair is the guarantee of the important means.
