摘 要 近些年，随着内蒙古经济的崛起，城镇化已经成为推动内蒙古经济发展的有力手 段。本文以内蒙古自治区第一大牧业旗县—东乌珠穆沁旗为例，通过实证研究了在城 镇化大发展的背景下，牧业旗县牧民群众的生产生活，深刻分析了牧民群众在共享城 镇化发展果实中存在着不足的情况，并根据不足情况提出相应的对策，以使牧民群众 更多的共享城镇化发展带来的实惠，进一步推动牧业旗县城镇化向着健康的方向发 展，加快牧业旗县实现小康社会的步伐。 本论文基于马克思主义的基本结构、观点和方法，梳理了马克思主义发展成果共 享观点，并以此为基础和指导，概括了城镇化的内涵、特征以及内蒙古实施城镇化政 策的意义，以内蒙古东乌珠穆沁旗为例，通过介绍东乌旗概况及其近年在基础设施建 设、产业结构、城镇居民生活水平等方面所取得的城镇化方面的成就，以此肯定城镇 化政策在民族地区的重要意义，但是在城镇化发展过程中仍有其不足之处，主要表现 在牧民收入、就业、子女受教育、社会保障等方面，更加凸显了牧民在融入城镇化过 程中并不尽如人意的生活状态，并给出了有针对性的对策建议，对于民族地区城镇化 发展有较大的现实意义。 关键词：牧业旗县；城镇化；发展成果；共享 The study of shared results of the development of urbanization in the Inner Mongolia livestock counties ——For East WuZhuMuQin Banner as example Abstract With the rise of Inner Mongolia economy in recent years, the urbanization has become an effective means to promote economic development of Inner Mongolia. Taking Dong Ujimqin banner, the biggest animal husbandry banner in Inner Mongolia Autonomous Region for example, this paper researches on herdsman peoples life and production activities in animal husbandry banner in the process of urbanization. The paper finds out that more work should be done in order to let the herdsman people share the urbanization achievement. The appropriate policies have been put up in the paper to benefit the herdsman people from the urbanization development, to promote the animal husbandry banner urbanization healthily, to speed up the pace to step into the well-off society. Basing on the theory of Marxs basic structure, viewpoints and methods, this paper cards the Marx doctrine development achievement sharing opinions.
