About 70.8%of the surface on the earth is ocean, which has rich resources and has provide the considerable convenience of transportation and communication to the whole world. This has attracted world’s efforts to increase the exploitation of the marine resources. However, the excessive use of marine resources has impacted on marine and its ecosystem. To establish Marine Protected Areas can protect all marine living resources from all forms of fishing or other activities in an specific area and can recover its damaged ecosystem. Owing to the regime of Exclusive Economic Zone, a lot of offshore fishing vessels has transferred to the High Seas, and following with the damage to the fishing resources and its ecosystem on the High Seas.
