我国志愿精神培育中的政府责任研究 摘 要 志愿精神是政府善治的前提，也是构建和谐社会、建设社会主义 核心价值体系的重要推动力量，在社会、经济、政治、文化等方面具 有独特的功能。然而我国家天下的文化传统，导致了民众缺乏公益意 识；全能政府和后全能政府的治理模式，严重压缩了公民的社会公共 空间；经济体制的不完善、法律体系的滞后和社会激励机制的欠缺， 又影响了志愿精神后天的发育。这些因素使得我国目前社会志愿精神 的发展缺乏凝聚性、持久性和创新性，阻碍了社会的良性发展和政府 职能方式的转变。在追赶式发展、主导型政府、公益文化缺失和社会 主义市场经济体制不完善物质基础过弱等中国特色的发展环境下，决 定了政府培育是我国志愿精神良性发展的关键。培育志愿精神，政府 应培育社会民众的志愿文化，形成社会浓厚的志愿文化氛围；培植社 会资本、强化企业公民的社会责任，构建社会支持网络；拓宽公共空 间深化行政体制改革，为志愿精神的培育建立长效机制。只有大力培 育志愿精神，才能达到政府的善治、社会的和谐和经济的健康发展的 状态。 关键词:志愿精神 民间组织 政府责任 II STUDY ON THE GOVERMENT RESPONSIBILITY OF VOLUNTEERISM NURTURING IN CHINA ABSTRACT Volunteerism is not only the premise of good governance, but also build a harmonious society and building a socialist core values are an important driving force in the social, economic, political, and cultural areas with unique features.
