The Study on Policy Participation of the Environmental NGOs in China’s Marine Environmental Governance Abstract In recent years, the Chinese government have attached great importance to the governance and protection of the marine environment, and the condition of the marine environment have improved. But overall, the pollution situation of marine environment is still grim and rendering a composite pollution trend, which presented a greater challenge to the governance of the government departments. Government departments began to seek cooperation with citizens and other social organizations, and gradually open up the decision-making system. Social organizations are encouraged to participate in the policy. At the same time, Chinas environmental NGOs rose rapidly and took positive action, especially in recent years, there have appeared more than one professional environmental NGOs in the field of marine, such as the Blue Ribbon Marine Conservation Society, Shenzhen Blue Marine Environmental Protection Association, and so on, they have played an irreplaceable role in the management of the marine environment. Today, they are not only in-depth research, to provide information and data for government decision-making, but also mobilize all resources to put pressure on the government, in order to prompt the government departments to develop a scientific and rational marine environmental policy.
