公共管理论文--村级干部管理现状及有效途径（Public management papers -- status quo and effective ways of village level cadres management） Village cadres is the lowest level of Chinas current system of a class cadre, is enjoying a relatively low treatment of cadres, is a direct participant embodies political policy, is one of the recent post and people management services group. Village cadres play an important role in connecting the preceding and the following, communicating, understanding the peoples feelings, publicizing policies and mediating contradictions. They are the fulcrum of the governments work and the basis for the masses to rely on. It is the crossing point between the cadres and the masses. The quality of village cadres, the quality of work carried out, the quality of leadership style, directly affect the stability of rural society, the harmonious relationship between cadres and masses influence, influence the credibility of the governments image and influence the development of economic construction. First, the status quo of village cadres. I made a preliminary investigation in a township, the survey results unsatisfactory, in the existing village cadres, statistics show that more bad type, low efficiency, low level cadres, and obviously superior unit advocate less current type, specific performance in a village cadres age high. A township village cadres 54 people, 6 people over the age of 60, accounting for 11.1% of the total; 12 50-60 years, accounting for 22.2% of the total; 33 35-50 years old, accounting for 61.1% of the total; 35 under the age of 3, accounting for 5.6%. From the statistical data, village cadres are obviously middle-aged and elderly, and young village cadres are few. Two is village level cadre education level is low. High school education level of 2 people, accounting for 3.7%; junior high school education level of 12 people, accounting for 22.2%; primary school education level 36 people, accounting for 66.7%; illiteracy 4 people, accounting for 7.4%.
