Improving the budget legal system is an important link in managing finances according to law and realizing the rule of law. Chinas current budget law has been in the annual budget, budget preparation, budget approval, the budget adjustment exposes the deficiencies, clearly do not meet the requirements of market economy, the objective need to make the necessary adjustments and amendments to the budget law, the authority and seriousness of setting up the budget law, with legal means the establishment of public finance budget system.
