This report gives a comprehensive proposal with overall consideration for the development of en- vironment, landscape and architecture. By providing a clear guideline, this report will assist the governmental authorities and developers in understanding the development strategies, design intention and vision. The purpose of the report is not only providing clear and feasible design principles, but also inspiring innovative and flexible concepts to create a dynamic and energetic new environment.
