Keywords: agriculturalmeteorological services;Comprehensivemeteorological observation;Capacitybuilding 中图分类号：S165 文献标识码：A 文章编号：2095-2104(2013) 引言 我国是一个农业大国，同时也是一个气象灾害频发的国家，气象部门本身就 是个面向社会和公众的服务部门，气象为农业服务是气象服务的首要方面。气象 与农业、农村、农民关系密切，农村是气象工作最广阔的领域，农民是气象服务 最广大的对象，气象服务虽然不能直接创造物质财富，但在生产中是不可以缺少 的要素，是防灾减灾、趋利避害的重要手段。随着以自动气象站和新一代天气雷 达为主要标志的现代气象综合观测体系的快速推进，综合气象观测在现代气象业 务服务中发挥出了越来越重大的作用。同时，面对新形势、新挑战，对于今后一 个时期如何进一步加强综合气象观测迫切需要我们早作思考，早作谋划。 一、县级农业气象服务主要内容及发展趋势 1、县级农业气象服务主要内容 我国现代农业气象服务体系已经形成并得到发展，通过灾害性天气预报服 务、人工增雨服务、农业防灾减灾服务、农业气象情报和预报服务，每年部创造 重大经济和社会、生态效益。气象部门为农业服务主要目的是防灾减灾，增产增
